The "economic reciprocity clause in procurement contracts" (Article 2153 of the Public Procurement Code) stipulates that a company may bid on a public contract if it is based in a country with open markets. 

This clause excludes all companies from closed markets (Indian, Chinese, Japanese, American, Turkish and other pipelines), thus ensuring that all European producers can compete fairly and equitably.
